MCAT Crime Scene Investigation scene on Brockway St, Palatine.

On Monday December 10, 2018 the identities were released of two deceased people at a crime scene at an apartment just west of Brockway Street north of Richmond Street in Palatine. The driver of a vehicle — that struck a Palatine police officer and a civilian very early Sunday morning in darkness — was identified as Leslie Vaughan, age 51, of the block of 300 North Brockway Street. Leslie Vaughan was shot and killed by police about 1:53 a.m. after he struck the police officer with his Chevy sedan.

The Cook County medical examiner’s office reported that Leslie Vaughan died as a result of multiple gunshot wounds.

After the crash and shooting, Palatine police immediately discovered the body of Polly Vaughan, age 74, inside her son’s apartment. Polly Vaughan, a resident of Peoria, Arizona, was Leslie Vaughan’s mother.

The Cook County Medical Examiner’s Office reported that Polly Vaughan died as a result of multiple sharp force injuries.

Palatine police and firefighter/paramedics responded about 1:51 AM Sunday December 9, 2018 to a report of a person murdered in the block of 300 North Brockway Street, Palatine, IL. Police and firefighter/paramedics received the report that a person called 9-1-1 to report that someone was murdered at the scene, and additionally that the caller was no longer at the scene. Police reported to the public Sunday morning at about 7:22 a.m. that while the police officers assigned to the call were outside the apartment building talking with a resident, a car was driven toward them at high speed. Police said the car veered onto the grass toward two police officers and a civilian, and hit one of the police officers and a civilian before crashing into the apartment building.

Within minutes of the arrival of police, “shots fired by the police” was declared. The officer struck by the vehicle was able to discharge his firearm, striking the driver multiple times. According to Palatine Police Department, the offender’s vehicle came to rest against 308 North Brockway Street, a multi-residence building. The driver was pronounced dead at the scene. Police officers immediately began checking residential units and discovered Polly Vaughan in one of the apartments.

The civilian and the police officer struck by the vehicle were treated by Palatine Fire Department Paramedics and transported to an area hospital. Early in the investigation, police released information to the public that “the driver of the vehicle and the deceased female appeared to be related.” Police officers also released information that they were confident that there was no threat to the community connected to the incident.

The Cook County Major Case Assistance Team (MCAT) is conducting the investigation into the officer-involved shooting and is also assisting Palatine Police Investigators with the investigation into the death of the woman. Investigators were at the scene the entire day on Sunday.

On the date, the two went out to dinner and then returned to the woman’s home in Buffalo Grove. The alleged sexual assault occurred occurred at the Buffalo Grove woman’s home.

Lamonica’s next court date for the Palatine incident is scheduled for Friday January 25, 2019 in Rolling Meadows Cook County Circuit Court.

Small Fire at Restaurant on East Dundee Rd Near Baldwin Rd, Palatine

$

Palatine firefighter/paramedics responded Sunday, February 3, 2019 at 12:21 a.m., the to an activated fire alarm at Sushi Para, 1268 East Dundee Road in Palatine. The first Palatine Fire Department crews arrived on the scene at 12:28 a.m. and reported a fire alarm activation with a sprinkler water flow. Firefighters were quickly able to confirm that a fire had occurred in the kitchen and was quickly extinguished by the building fire sprinkler system.

No civilians or firefighters were injured in the fire, which left the business uninhabitable. Damage estimates are not available at the time of this release, and the fire remains under investigation by Palatine Fire Department investigators.

Fire sprinklers are designed to detect heat from a fire and automatically activate, providing a flow of water that is intended to slow or extinguish a fire. A fire sprinkler system can provide enough early suppression to allow building occupants to safely evacuate the building before the fire spreads or further endangers life.

The Palatine Fire Department reminds everyone to identify a second exit from any commercial building. If a fire alarm sounds, take action and leave the building until firefighters have given the all clear to re-enter. Have an escape plan, practice it, and be prepared to use it in the event of any fire.

Palatine Police Officer Dies in Hospice After 13-Month Fight with Cancer

Veteran Palatine police officer Mark Dahlem died Tuesday February 5, 2019. Palatine Chief Alan Stoeckel said Dahlem, a Cary resident, died at 4:11 p.m.

Dahlem learned he had glioblastoma multiforme, an aggressive form of brain cancer in December 2017 eight days after seeing a doctor for severe headaches. Dahlem underwent emergency surgery to remove a tumor, and learned it was glioblastoma multiforme five days after the surgery.

Dahlem returned to full-time duty last year but had a setback when doctors found a tumor in late October 2018. Kimberly Dahlem, 46, said her husband had surgery New Year’s Eve and seemed well enough to ask when he could resume working full time and return to coaching youth sports.

Dahlem, 48, the married father of two children, entered JourneyCare hospice in Barrington on January 18, 2019. Police officers were at Dahlem’s room 24 hours a day after he went on hospice care.

Dahlem Strong — gofundme.com/dahlem-strong

Family, friends, law enforcement colleagues and others rallied behind him during his entire battle with cancer. On Friday, February 1, 2019, four days before his death, colleagues honored him with a retirement ceremony at his hospice care room. Dahlem received a retirement plaque for his service from 1995 to 2019 as part of the ceremony. Palatine Police Chief Alan Stoeckel called Dahlem a “solid cop’s cop” at the ceremony. About 60 police officers and Chief Stoeckel honored Dahlem with the retirement ceremony.

During Dahlem’s law enforcement career, he was a patrol officer, field training officer, juvenile officer, a crime scene technician for 14 years, and the Fremd High School liaison officer.

Dahlem is survived by his wife Kimberly, a 15-year-old daughter and a 10-year-old son.

Information about services was not initially available.

Palatine High School Freshman Accused of Being the Driver in a Drive-by Shooting at Silver Lake Apartments Friday, February 1

Cook County Sheriff’s confirmed that Andre Naydenov, 16, was behind the wheel of a gang-related drive-by shooting that killed 20-year-old Jose L. Castaneda Jr. at the entrance to Silver Lake Apartments on February 1, 2019. The alleged shooter’s identity has not been released, but the alleged shooter is in custody following investigation of another case.

Andre Naydenov, suspect driver in drive-by shooting

Andre Naydenov, suspected driver in drive-by shooting, Palatine.

Andre Naydenov is a Palatine High School freshman, and is being held on $750,000 bond after being charged with first-degree murder. The lower bond for a murder case was explained by Judge Marc Martin, saying he considered Naydenov’s age and noted that Naydenov is not accused of being a shooter or firing the weapon that killed Castaneda. The alleged shooter had not been interview prior to Friday February 8, 2019.

The shooting occurred on February 1, 2019 outside the Silver Lakes Apartments complex in Palatine — just south of Rand Road and just west of Route 53 and the Frontage Road — after Naydenov and a passenger encountered Castaneda and his friend at a gas station and followed them in a silver BMW, according to Cook County Assistant State’s Attorney Jennifer Gates.

The alleged accomplice/shooter told Naydenov that Castaneda and his friend were rival gang members and they would have to “stomp” them.

After telling Naydenov to stop the car, the gunman opened the front passenger door and fired several shots from a 9 mm handgun. Castaneda was struck in the back, and killed by the gunshot wounds. Castaneda was transported by Palatine Fire Department firefighter/paramedics to Northwest Community Hospital after brief treatment on scene, and after police were administering CPR before firefighter/paramedics arrived.

The shooter and the driver fled in the BMW, but an investigation led to Naydenov, who was arrested earlier this week after being questioned by Cook County Sheriff’s police investigators regarding another incident. Naydenov told investigators he knew his passenger had the handgun that day.

On the day of the shooting, the offenders were described as …

1) a male/black 6’0” 180 LBS wearing a green coat, and

2) a male unknown with dark skin 5’5” with a medium build and wearing a black jacket and black hat.

Both suspects were described as being last seen southbound from the scene, but initially the suspect information did not include that they fled in a vehicle.

Naydenov’s next court date is Thursday, February 28, 2019.

Two teens have been charged in connection with the murder of man in unincorporated Palatine, Cook County Sheriff Thomas J. Dart announced Monday February 11, 2019.

During their investigation, Sheriff’s Police detectives identified the two offenders involved as 16-year-old Andre Naydenov and a 15-year-old boy — a minor whose identity was not released. Naydenov was taken into custody on February 6, 2019, and upon further investigation was charged as an adult with First Degree Murder. His bond was set at $750,000-D on February 7, 2019 at the Rolling Meadows Courthouse.

On Saturday February 9, 2019, the 15-year-old suspect was taken into custody and after further investigation was also charged with First Degree Murder. Because he was charged as a juvenile, his name is not being released.

Last week Cook County Sheriff’s confirmed that Andre Naydenov, 16, was behind the wheel of a gang-related drive-by shooting that killed 20-year-old Jose L. On Thursday, February 7, 2019, the Mount Prospect Police Department charged Thomas E. Gould, age 28, of 5212 Southwick Drive, Matteson, Illinois, with one count of Disorderly Conduct — a class C misdemeanor. Gould was charged for his involvement in a suspicious incident involving a juvenile, which took place on August 30, 2018 in the block of 1400 South Circle Drive near Robert Frost Elementary School.

Mount Prospect Police Department received a report that a 12-year-old girl was walking her dog in the block of 1400 South Circle Drive on Thursday, August 30, 2018, at approximately 4:00 PM when she observed a male standing at the corner of Circle Drive and Frost Drive. As she passed the male, he engaged her in inappropriate conversation of a sexual nature. The male then entered a black 4-door sedan vehicle and left. Officers searched the area for the male and vehicle, but were unable to locate anyone or any vehicle that matched the description.

On September 10, 2018, Mount Prospect Department alerted the public about the suspicious suspect, providing a photo of the suspect’s vehicle and a police sketch.

In December of 2018, Detectives from the Mount Prospect Police Department became aware of an incident in Palatine after receiving a law enforcement bulletin from the Palatine Police Department.

The case in Palatine involved similar details and offender description as the suspicious incident being investigated by Mount Prospect police investigators that occurred on August 30, 2018 in Mount Prospect. While working together with the Palatine Police Department, police investigators identified Thomas Gould as a suspect in the investigation. Palatine police and firefighter/paramedics responded about 6:50 p.m. Saturday February 23, 2019 to a report that an SUV crashed into a parked truck. The driver may have had a medical problem before the crash and was in cardiac arrest when firefighter/paramedics arrived.

Police and firefighter/paramedics arrived to find a 2018 Lexus LX570 crashed into a box truck. Michael J. Moncek, age 53, was transported to Northwest Community Hospital in Arlington Heights. He was pronounced dead at the hospital. A 53-year-old passenger in Moncek’s vehicle was also transported to Northwest Community, and was treated and released.

Witnesses told Palatine police that the driver was traveling westbound in the 700 block of West Palatine just before 6:50 p.m. when the vehicle struck the rear of an unoccupied 2008 GMC box truck parked on the shoulder on the north side of Palatine Road.

Palatine Road was closed just east of Quentin Road for almost four hours while police investigated the crash, according to Palatine Police Department.

Sprinkler System Contains Fire at Arlington Plating Company on South Vermont St, Palatine; 1 Hurt

Palatine police and firefighter/paramedics responded about 10:43 p.m. Wednesday, March 20, 2019 to an activated fire alarm at Arlington Plating Company, 600 South Vermont Street in Palatine. The first Palatine Fire Department crew arrived on the scene at 10:47 p.m. Employees told firefighters on the scene that there was a fire in the building. The call was upgraded to a working fire response, and fire department crews made access to the building and found smoke and water inside, and determined that the automatic fire sprinkler system had activated. One sprinkler head from the fire sprinkler system had activated and controlled the fire, and firefighters completed extinguishment with one hose line. Other firefighters searched the building for any trapped occupants and performed support functions. The fire was declared under control at 11:01 p.m. Firefighters continued to ventilate smoke and fire gases and perform salvage, overhaul, and investigative activities into the early morning hours.

Arlington Plating Company is a metal finishing and anodizing company, according to their website.

One adult male civilian, who was injured in the fire, was treated by firefighter/paramedics and transported by Palatine Fire Department ambulance to Northwest Community Hospital. The injuries were initially believed to be non-life threatening injuries. No firefighters were injured.

The fire was contained to the area of origin within the facility. Damage estimates are not initially available, and the cause of the fire remains under investigation.

The emergency response brought 25 firefighters staffing four engines, one ladder truck, three ambulances, and one rescue squad which responded to the scene along with two command officers and one fire investigator. Units from the Rolling Meadows and Palatine Rural Fire Departments were among the initial responders to the scene as part of an automatic aid agreement. An ambulance from the Long Grove Fire Protection District stood by in a Palatine Fire Station to assist with additional calls during this incident.
Palatine Police officers assisted occupants of the facility and provided traffic control.

One Palatine fire crew on a Quint was already out on a call, assisting Arlington Heights Fire Department with a serious house fire on Lasalle Street near Chestnut Avenue in Arlington Heights, just northwest of the intersection of Palatine Road and Arlington Heights Road.

NWS official weather data from Chicago O’Hare on March 20, 2019 recorded Winds NW at 7 MPH at 10:51 p.m. and NW 12 MPH at 11:51 p.m. Air temperature 40°F and 39°F respectively.

Palatine Fire Department reminded the public that automatic fire sprinklers are highly effective and reliable elements of a total fire protection system, reporting that when fire sprinklers are present, fires have been kept to the room of origin 97% of the time (U.S. Experience with Sprinklers, NFPA report, 2017). This fire is the second fire in Palatine in less than a week where a single sprinkler head controlled a fire, and is another excellent example of automatic fire sprinkler effectiveness. VIDEO: Drive-by shooting scene at Baldwin Greens apartment complex view down North Green Lane North from Baldwin Road in Palatine.

Palatine police responded about 11:45 p.m. Sunday April 28, 2019, a report of shots fired in the block of 1900 of N. Green Lane North in Palatine. The location is the Baldwin Greens apartment complex on North Green Lane North just west of Baldwin Road about one-half mile north of Dundee Road. Upon arrival Palatine police officers found two male victims with apparent gun shots wounds. A 15-year-old male victim was struck in the upper torso and foot, and a 19-year-old male victim was struck in the hand and foot.

Both victims were transported to Level I Trauma Center Advocate Lutheran General Hospital in Park Ridge by Palatine Fire Department firefighter/paramedics. As of the Monday afternoon report, the 15-year-old victim, who was shot in the upper torso and foot remains in critical, but stable, condition following surgery. The 19-year-old victim is in the hospital in stable condition.

Pursuant to the investigation by the Palatine Police Department, it was learned that both victims were standing near the entrance to an apartment building on N. Green Lane North waiting to complete a drug transaction when the offender walked towards them and began firing multiple shots. The shooter ran from the scene to a waiting vehicle in a nearby parking lot. The shooting is believed to be gang-related and the victims were targeted.

Around midnight, police blocked N Green Lane North at Baldwin Road and set up yellow crime scene tape around an area directly in front of the apartment building. By morning a white tent was set up at the front of the apartment building between the parking lot and the entrance — likely the area where the shots were fired and the teens were hit by bullets.

The investigation is ongoing as Palatine police investigators continue to actively work the case. Anyone who may have information concerning this case is encouraged to contact the Palatine Police Department at 847-359-9000 or Palatine/Inverness Crime Stoppers at 847-590-7867.
